Realistically the Russian Navy has always been big and theoretically powerful on paper but also really ineffective.
It was the punching bag of the European naval powers during the Russian Empire. It was riddled with corruption and incompetence during the Soviet Union, and that corruption only got worse after the Russian Federation took over when the oligarchs started siphoning money from maintenance grants to spend on themselves.
Russian history is full of stories of great land battles they fought... and naval disasters they'd rather forget. The fate of the Black Sea fleet falls perfectly into the latter category.

This is no longer the powerful Soviet fleets of the 50's-90's. The Russian Navy is a mere shadow of its former self. The Ukrainians have turned the Black Sea fleet into junk. Their only aircraft carrier is permanently docked for "repairs" Their flagship was sunk, At least 15 other vessels have been sunk or severely damaged. The "armada" deployed to Cuba consisted of ONE lone missile frigate, a raggedy submarine whose acoustic covering was falling off, an oiler, and a tugboat. The Russian Navy has become a JOKE.
