A report in the Miami Herald has revealed how the news of Russia’s deployment of its nuclear submarine to Cuba rattled the US establishment. According to the report, the US Navy’s plan to deploy a nuclear submarine to Cuba was pure routine until the administration learned of Russia's simultaneous plans. An official in the US Southern Command, quoted by the Miami Herald, said plans to deploy the USS Helena to Guantanamo Bay had been underway for weeks. However, the information that Russia was also sending combat vessels and the Kazan for military exercises to Cuba sent the US administration into a tizzy.
