How can I add the texture layer after I have impoterted the model instead of it looking blank? I downloaded a house but want to add the extra layers to give it color

When I download the obj model, it always saves as a rar image, not a zip file, and so when I click it, it doesn't come up with the blue folder with the obj file inside. Any tips on what I can do?
