I am a bit confused, I tried installing a Halo recessed ceiling light and could not follow the instructions. I have one Romex wire with two black wires coming out of it that are joined together. I then have a second Romex cable with two white wires joined together. I connected the black wires from the junction box to the black wires from the Romex cable, and the white wires from the Romex cable to the white wire from the junction box. The light did not work, and also, there are two more ceiling lights which appear to be in series, all they all stopped working.

You had two red wires and two blue wires going to the ballast. When you cut one red and one blue going to the ballast, how do you determine which of the two remaining wires are connected to the neutral and the power?

no need to pull the ballast out...just cut the wires, wrap them in electrical tape and curl them up inside the box.
