there is no option such as update location anymore, it says use youtube partner program but that app is also nowhere to be seen

I live in the UK but I can't monetize bc it still thinks I'm in my home country

I'm in Malaysia, it gave that message. As I have a UK passport I tried updating, but Malaysia was on the list, selected it and now I'm good to go, so seems it can also just be because it's a new channel with no location set yet. Hope that helps someone!
