It actually doesn't really matter that much, all it does is increase the boiling point of the water, but if you threw pasta in the salted water before it started boiling it would still cook all the same (assuming it's sufficiently heated).

There is a saying that the water should be as salty as the Mediterranean. This isn’t quite the case but it’s certainly supposed to be more salt than this.

Adding salt to your water will NOT vhange the boiling point in any noticeable way.
~50grams of salt per liter is needed to increase the boiling point by 1°F. That's ~1/4 cup of salt in a quart of water.

Most pasta boxes say to boil the whole box of pasta in 6 quarts of water - which means a CUP AND A HALF of salt to change the boiling point by 1°F.

Professional pasta eater here, two recommendations for your recipe. The pasta should ONLY be added after the water is at a rolling boil. Additionally I would double the amount of salt you added, pasta water should be salty as the Mediterranean Sea! Other than that looked good

The amount of salt required to lengthen the boiling time is a lot. Like an impossible amount.
