It's not just a cultural thing but more than that simply damage of property. If you spray, scratch or do whatever to or unto things that do not belong to you, you are committing a misdemeanor at best and a felony at worst. On top of that you commit this crime in a country you are not citizen of, which means you do not have a fix residence there. So of friggin course the police will immediately come and detain you, so you can best case pay for the damage you caused and be thrown out of the country (if not prison depending on the damage). The sheer stupidity of this action is astonishing, especially because the culprit seems to be well beyond his juvenile years.
