I do not believe for a moment that Palpatine was scared of the toad. It was already established that Windu and one of the other jedis that had shown up at the Chancellors office were better at dwelling with the lightsaber than toad was. Palpatine killed them all. Palpatine was not scared, confused, or frustrated by the toad. Toad and Palpatine may have more evenly matched in the overall Force than Windu was, but the bottom line Palpatine wins. Yoda runs and admits defeat.... " failed I have".

Today is over 900 years old so he has 900 of years of experience travelling and knowledge he would win most likely just he is old and is fighting another very experienced and skill opponent

It's obvious: Sidious knew that all he had to do to win the greater confrontation was to not die. He's Sith so honor has no traction; he aimed to live even if it meant running. Conversely, Yoda had to kill Sidious to undo the Sith plot. Not wound him, not force him to flee, but kill him. And not only kill him, but do it in the 15 minutes or so before the guards showed up. As we have seen, it is hard to kill an opponent of equal skill, or even near-equal skill as demonstrated in the various canon Yoda/Mace vs. Dooku duels that resulted in a several stalemates.
