Or actually raise bills for those who are not residents, here is a example:

For a resident person it costs like around 2500$ + jail time for a fine for a very serious crime

For a visitor it will cost around 10000$ + extended jail time for a fine for a very serious crime

So it is actually smart to *STOP* visitors from messing around with every single thing
