If they want your song to be unreleased through streaming services, would you still register it with a PRO first?

Hi Adam,
Great video ! I was in a rock band in the mid 80's that recorded 4 of our songs. After all these years I finally had them remixed and mastered at a world class studio in Manhattan. I just copyrighted all 4 songs today. All band members have also created BMI accounts. Now is the time to start marketing and promoting the tunes. An old friend suggested I join taxi and get the songs out there that way. Is there a more cost effective way to get the songs some exposure for film, tv, commercials etc ? What would you suggest I do first ? Spend sometime educating myself on music libraries, how they work etc etc? Or consider paying an organization like Taxi and let them promote it? What little I did research about Taxi is you spend a lot of time paying for submissions or replies never knowing if a song will get picked up. The group I was in will never have the chance to regroup or write any additional songs. We just have these 4 and that's it. Any advice would be greatly appreciated.
