I would call the building management and tell them about it. If it starts damaging stuff then (in Germany at least) call the firefighter emergency hotline, they will come there with pumps to prevent more damage. Seems someone needs to install a backlash valve in the draining system.

It's perfectly normal. In Australia water comes out of the drains.

That is mostly air coming up out of the pipe. I'd say that it is an air lock. A pipe has filled up at one end and the other, while the rest of the pipe is fairly empty. One of the few vents in that pipe is in that car park, so the air is rushing up through that floor drain. It catches and blows back up the water that is trying to flow down that drain.

I once lived near a town on a hill. When it rained heavily, the water from the upper reaches would overwhelm the storm water system, and in the low areas the manhole covers in the middle of the road would blow off under the force of giant geysers. People would just drive around the geysers like it was perfectly normal. When the torrents died down, the city workers would just gather up the manhole covers and put them back on. Problem solved until the next downpour, I guess.
