It is He (Allah) Who has subjected the sea to your service so that you may get fresh flesh from it to eat and bring out of it articles of ornaments, which you wear.

Chapter 16 Surah Nahl verse 14

Maybe the questioner talks about the food that is still moving. Because some people prefer to eat those food while moving so maybe that is why s/he asked that question.

Any creature who lives in water but will die if we brought it outside water is halal.
For ex fish...
But if any creature can live both on land and in water also then it is haram ex frog, crocodile etc.

Purely sea creatures who can't live outside water are Halal.

Eating octopus

*Question*:

Is it permissible to eat octopus in Islam? If it is illegal, is it haram or makruh?

*Answer*:

Octopus is a marine animal that does not have the characteristics of being a fish, so eating it is not completely halal.

"(There is no) solution (watery animal except for the name)". (Al-Dur al-Mukhtar vol. 6 p. 306) Only Allah knows
