He's not thinking very critically about this. Imagine the US lagging in the global stage: California has split off from the union but remain firm allies. Imagine Russia, China, Iran and Korea becoming the dominant powers on the global stage. Imagine these countries forming an antiamerican league.

This is the situation with Russia...

OK, now imagine the Anti American League starts sending weapons and money to California and begins courting California to join their membership. It would be extremely foolish to do nothing.

California wouldn't invade the US, but it would be used by a hostile group to invade, take over and destroy the USA.
