My PS4's also stuck on safe mode loop. I tried to update it (already 4 times) using wifi and an ethernet cable in the safe mode, also tried to rebuild database a couple of times, and also the restore default settings option. I've tried all of these but unfortunately, my PS4's still in the loop. My last option is the initialize option which will delete my data and reset the whole PS4 but the thing is, the gmail I use in my PSN account is already deactivated and in case I choose initialize I won't be able to recover my data. It's so sad because I have 4 years of game data stored in that account and also purchased games and now I'm left with the last option (initialize) in the safe mode.

So for you guys concerned with the safe mode loop, I strongly believe the initialize option will get you out of the loop but you'll have to make sure you can still access and log in to your PSN account. As for my case, I'll try to contact playstation regarding the migration of my PSN account to my working gmail.

After i did this with lan cable it says the software will update but after the ps4 restart he send me back to the loop

When I'm in safe mode it only allows option seven and it doesn't read the USB

I had this problem and tried everything but today I had to hit option 6 and wipe my PS4 Pro. Thankfully everything was saved in the cloud and I was able to download all of my Cold War progress yeaaa!! ;)

I'm 2 weeks late but I want to say thanks for showing us how to disable automatic downloads for system software updates. I never knew there was an option to that. It's like you said, some updates don't require a restart to install, and if auto-update is enabled, there's always a chance that you'll get the "cannot start ps4" error when you wake it up outta rest mode. Thankfully that's never happened to me, but that doesn't mean it never will, but at least I can leave it in rest mode without any worries from now on
