Kim, the answer to your question is that it’s a bit of both.
The MIC is absolutely fine with producing weapons and selling them around the world.
But don’t think for a second that the Europeans even paused when asked how much they wanted to give to Ukraine that their response was “As much as the Americans can give and pay for!”

I heard YEARS ago that the reason that the US willingly took the military lead in Europe and Japan was because we (our government) didn't want those countries who had raised armies against us and other European countries to do it again. And so they were to pay us and we would do it (it also allowed them to be able to divert their money to rebuilding). And after WWII we civilians were willing to allow that. 70+ years later we see that the MIC has monopolized our funds and we can't get money for infrastructure and other intracountry issues.

A full scale military presence with what? Who? Why? They would just die. According to Colonel Douglas MacGregor, Scott Ritter even General Milley our military is not ready. We’ve been fighting the poorest countries goat herders, guerrillas, civilians for decades and we keep losing. Raytheon and the other manufacturers have made trillions. Politicians and lobbiest and bureaucrats have been enriched. The people are now nearly impoverished.
