Thanks. Was busting my head for the longest while trying to figure out how to equip and activate it. I didn't realise to begin with you had to slot it in the same quick items row as the flasks. Then all you had to do was D-Pad down button to select and press "Use" button (Square on PS4) to activate. Cheers.

you have to (fast travel) there while its night for her to appear. if you do not fast travel to that location while its night time, she wil (not) appear.

I’ve tried fast traveling into that location, and she isn’t there. (Could she be from fast travel?)
I’ve waited through the day into the night, both nearby, and far away. I’m not that far into the game either.

Ugh... I just want to summon things...

In order to get that encounter you have to just go to the map and travel there during night time those are the conditions

This game makes no sense sometimes. On my first playthrough, Melina never appeared for me until after I defeated Godrick the grafted. I met her at the stormveil shack when I went to checkup on the girl sitting by herself in the shack. The girl who ends up at the roundtable with the blacksmith.

Because Melina appeared to me late, it means Renna never spawned. So I never received the bell.

And then researching online, I figured out I can buy the bell from the two hags at the roundtable.

someone in the comments said this, i tried to get her to spawn multiple times but couldn't. though i found the twin maiden husks selling it for 500 runes in the roundtable hold
