Just had a thought about the French crushing-animal-intelligence bit!
In SpongeBob (which was also aired on Nickelodeon along with Madagascar/Penguins) there is a French Narrator who, in some episodes, is seen deep-diving around Bikini Bottom and has a submarine filled with surveillance tech from which he communicates with Sandy Cheeks to learn more about the intelligent life down in the sea :0
He doesn’t seem overly malicious about the animal intelligence down in Bikini Bottom (or even from Texas in Sandy’s case) but he does seem to be monitoring everything closely

this is one of very few channels i wait patiently and eagerly for new videos from. game theory and other channels like it arent nearly as unhinged and insane as these theories. yet these theories somehow always make more sense than any other theories i hear
