Darth Bane established the rule of 2 the problem is that in an age of peace the master wields power and the apprentice desires it. In the end the apprentice always kills the master (It would be better imo if the master gave his apprentice the opportunity to rule. Gaining knowledge and complete your training as a Sith is important but ruling a vast empire is the ultimate challenge)

Plageuis, Sidious, and even Tenebrous hated the rule of two.

Tenebrous, Plageuis and even Sidious were fools to believe that the RoT should end with them and conquering the galaxy. The RoT might have been more effective in conquering the galaxy but those can easily be fixed for the Sith were adaptable in a lot of ways more so then Jedi ever were

Basically everything Sidious did was part of Plagueis's plan. He might have adjusted a few little parts here or there but Plagueis was the real mastermind. Sidious gets too much credit for the fall of the Jedi when he was just fowling his master's script.
