what do i press once it asks me to confirm attribute changes the first is apply changes to this folder only or second one apply changes to this folder, sub folder and

sorry to say that after doing as told with the task manager and srolling down to windows explorer highlighting it and then clicking on restart. my computer will not boot up. anyone have this problem? if so did you find a solution to not booting up? help
