For people who are curious about them:
The guy on the right is Kazuha, and the guy on his left is lovingly named by the genshin fandom "Tomo", since his named was never officially announced.

In short, there was a country wide lockdown where the God, aka ruler of the country declared a "Vision hunt decree"

"Visions", as far as we know, are small gemstone-like thingys granted by the Gods to a small number of selected mortals, (no it was confimed it is not given by gods, it is just the belief of the people there) and these "Visions" give humans the ability to control elements, like air, water, fire etc.
If you're curious, Kazuha had a anemo vision, which is the air element, and Tomo had a electro vision, which as you can guess, is for the electric/lightning element.

And the "Vision hunt decree" is to hunt down all the people who have these Visions in the country to either give up their visions, or die trying.
To keep it short, it was because the god believed that these people are a threat to the "eternity" she pursued, as most of vision holders are ambitious people, and ambitious people tend to bring changes to their surroundings.
And changes = no eternity
So yeah she wanted them either to be stripped of their ambitions and become souless zombies or be dead.

Kazuha and Tomo both are vision holders, we don't know how they met but we know they were very close.
They both were in hiding because of the decree and fled togther.
But Tomo, after a conversation with Kazuha where they debated on the actions of the God, decided he didn't want to hide.
He didn't approve of the approach the god was taking, and decided to challenge her to a duel in front of the throne.

When Kazuha found out that Tomo challenged her to a duel, he rushed to the scene, wanted man or not.
But he was too late, and when he reached there, only Tomo's lifeless vision was left.

He grabbed it and ran.



And that's it. That's the end of Tomo's life. And the end of their story together.

But...

Kazuha got out of the country, and continued wandering, looking for someone to reignite Tomo's dead vision.
There were records of people being able to do so, where the Vision was able to connect with a person who wasn't their original owner, but it was so rare that some people even called it a myth.
He tried his best, but he couldn't find anyone that could lit up the vision once more.
In the end, he came back to his country, and decided to join the resistance which was fighting against the god.
They advanced and advanced and they were now in front of the throne again.

When the main character of the story was about to be killed by the God, at that split moment, Tomo's vision reignited, and Kazuha dashed forward to parry the god's attack.
That attack was the same one used to cut down another god, the same one that slashed islands in half. Nobody who saw this attack came out alive.
But Kazuha, with the power of both the visions, parried it successfully.
And that move was the turning point of the whole story.

There is a very popular theory about why Kazuha was the person to be able to reignite Tomo's dead vision.
As said before, Visions are usually granted to people with big ambitions. And Tomo's greatest ambition in the last moments of his life is to challenge the god and her views, believing that he could be the one who can block her attack that was said to be unable to be parried or blocked. Believing that he could change the circumstances.
So in that split second, when Kazuha saw the thunder and lightning of the god crackling in the air, raising her sword to strike down the main character, his ambition at that very moment aligned with Tomo's ambition, and so his Vision lit up again for that very moment.

But after that Tomo's Vision died away again.
And for now, Kazuha is still wandering the world, travelling from place to place and enjoying his life as a wandering samurai.
We don't know if we are going to see him again, but probably yes, he is still relevant to the story as of now, and we still have a lot of mysteries of his clan unsolved. Hopefully we will see him again in the story.
