Recreating an atom at a different place after you got its information is not teleportating it's more like cloning it.

It would only be teleportation by definition if you didn't have to recreate it.

This has terrifying implications, not in the world of teleportation, but in the sense that storing the data transmitted by such a device would mean that you have created instantanious clone backups of people and that's some real dangerous clone wars territory

He's talking about quantum teleportation. You don't teleport an actual physical atom, you're teleporting a state. You have a system of three particles ( qubits, can be ions, atoms, nuclei, photons...) where two are entangled and one is in an arbitrary state. The quantum teleportation circuit permutes the arbitrary state to one of the entangled qubits when you measure the two other qubits. Although teleporting a variation of the state is instantaneous, recovering the actual state requires applying transformations that depend on the result of the measurement. Meaning that the speed of the teleportation is limited by the speed of the classical channel over which measurement results can be communicated. The link loss in that particular paper of quantum teleportation to a satelite, varied up to 60%, but the fidelity was around 80% which is better than classical channels. They also used photons as qubits and not atoms

....this is why, in star trek, the characters who were telepathic and dependant on their ego or soul or whatever you want to call it... didn't use the teleporter. No sure if it was written that way but I always assumed (read: these are just my ideas, not show canon) that they avoided it because they felt it would result in them being not really them, which is true (in one episode, they lose a crewmember and essentially just reload him onboard using the information they had before they telportred him. so, he had a 'save state' in a way)... and that the telportation in the show would cause a lose of information that is integral to their telepathic powers.
