I personally think he was toying with him. After replaying this game recently, i made a point to look at the Vader fight. He was not taking him seriously at all, and did not believe CAl could escape. He knew exactly where Cal has to go to escape, but Cere surprised him

I think he wanted him as an Inquisitor. So his aim was just to incapacitate him. Like choking him so he blacks out, or harming him with injuries he would survive. Yes he also knew he wasn't much of a threat, and so he wanted to scare him shitless in a weak attempt to make him back off. Vader didn't care though because he wouldn't be an issue

Yeah Vader letting him escape with youngling list sounds convincing considering Vader was canonically in search of an Apprentice and new artifacts non stop so he could defeat Sidious

i think since after around 10 years of meditation kal's connection to the force probably grew a LOT
