There are a few companies and a few countries capable of pulling this off - setting up a mars colony. But when you look at how many of them are motivated by returns or profits and since this project will not result in short term gains, this list becomes very short very quickly. Elon is the only one who is well positioned strategically and financially and has the experience and know how together with a technical background, moral compass and drive and desire to pull this of.

I believe SpaceX is building Starship launch and landing capabilities at Cape Canaveral. I don't think there is an FAA concern at that site.

Musk seems to go ahead with plans despite the potential roadblocks that beaurocracies can give him. E.g. Tesla's plant in Germany is delayed.

It would be something if Starbase can't become fully operational but surely Musk has other sites in mind to use if needed.
