They shouldn't built a bridge nor a tunnel under the sea floor but built a buyoant tube 40m under sea level tied to the ocean floor and built in sections from land (pre-fabricated) that get assembled on land and then pushed into sea. Cheaper then a land tunnel, safe in earth quake zone, easier to built and faster construction and building it doesnt interrupt shipping traffic.
