Plot twist: it’s actually a bug and was never intended. In compromise, niantic will be reducing the remote raid pass price by -100 (200 - -100 = 300)

They also added a ? Button in raids, it tells you what is affective against it :)

Mewtwo hasn't been acquirable in-game for years. Remote Raid passes were added to the game AND doubled in price, before Armored Mewtwo returned. For many players, Armored Mewtwo was physically impossible to acquire and still is.
