In my opinion: In terms of quality and quantity evil actions, AM's evil acts make him appear as more evil overall. But in terms of overall moral evil, Judge Holden is more evil, since his motives make no sense but are assumed to satisfy his sadism and lust. He is more malice, while AM is driven by hatred towards humanity, and wants to sustain it by endlessly torturing the last 5 remaining humans. The Judge, on the other hand, is just pure ruthless and is just evil for fun.

(This goes for both the game, comic and novel versions of AM)
