He's kinda wrong. Breaking the window absolutely does not slow down the water coming in. It would speed that up. He's right, though, that it gives you a way out.

Wait a second here. You need to rethink this method!
If there are passengers in the car, do not break any windows..!
This gives you time to prepare them for exit! (Especially children)
As the primary lifesaver, you'll need to have time to assess the situation, then cutting your own belt, then move on to the others. Then have a plan of how to break the glass and exit at the same time?

I would unsecure myself first. If that water body is deep I don't want the vehicle going to the bottom quickly, dragging me with it, while I am dealing with my seatbelt, or other things. At least with the windows intact they are buying you some precious time to sort some things out.

Stay calm, unbuckle, get your children. The door will be stuck closed until the water level inside gets to about the window. So either roll it down or break it if youre in darkness. The goal is to get out, no matter how hurt or disoriented you become, push on because the outcome is better than drowning
