They had to give Palpatine several lightsabers, to account for the rewrites during the duel scene with Mace and the council. Since in some shots he's actually using Anakin's lightsaber, due to an idea that was filmed, but later ditched, in which Anakin was present for the duel, instead of merely turning up for the big finish.
