A few thoughts:
Hauling is pulling the line thru the guides. It is done with both, the rod hand and the line hand. We pull the line hand away of the first guide and the first guide away of the line hand. Thus both hands are used to create the speed of the line thru the guides.
In most fishing situations I have a target to aim at, may it be a fish, a certain spot or area on the water. In order to hit the target I need to match line speed. The level of line speed needed, I can produce with or without hauling. If I do it with hauling, I will have less rod bend compared to the none hauled cast.
In a max distance cast, the hauling of course offers me the chance to increase max possible overall line speed.
About haul timing I recommend to start hauling about when you start rotating the rod to create the desired line speed.
In most situations I don't use the haul to create max possible line speed, but create the desired line speed in the easiest way (compared to a none hauled cast allowing to apply less force via rod hand).

Most important for me !! Are releasing line out when false casting thus increasing length of line before final cast?

To facilitate better line feed after releasing the line with the left hand on delivery of the cast it helps if you form a ring with your middle or index finger and thumb about a foot below the bottom rod ring this reduces the risk of the line bunching up around the bottom ring when cast even more effective if it’s windy reducing the risk of tangles.
