I really suggest you measure the intended hemline on each leg and measure and cut each leg seperately. Fold and pin each leg, try on, and repin if necessary. With the thick folded seams at the legs and crotch, the legs often aren't identical. You might have noticed that the first pair of pants actually has slightly different lengths of each leg, very small, but noticable. You might not care, depending on the pants, but then again, you might.

Will the fray at the bottom keep getting worse every time you wash them? I have very short legs and I want to do this but I don’t want to ruin the jeans if I wash them and create constant fraying like how cut offs do

You are just cutting them, not hemming.

I however do this but i also sew a line all across the bottom so the jeans doesnt get ruined
