Never mind, I found what was causing my game to crash. It was actually Avast anti-virus. It thought for some reason that the game exe was a virus, and it would delete it every time I redownloaded it. All I needed to do was retry to launch the game 3 times and I made it to the shader compilation step, and then it would crash but with added exception for the exe in Avast, it launched smoothly.

Setting windows 8 compatibility mode worked for Me, Thanx
