Newly-obtained video obtained by KING 5 shows the moments before and after 23-year-old Jaahnavi Kandula was struck by a police cruiser in January.

The edited video provided by the Seattle Police Department does not show the moment Kandula was struck, but does give insight into what happened just before she was hit.

The dashcam video is from inside the officer's vehicle. You can hear the vehicle accelerating down Dexter Avenue and, as the officer gets closer to the crosswalk, you see Kandula walking on the right side of the screen. As the police vehicle gets closer she begins to run.

After Kandula is hit, the officer stops and calls for help before performing CPR on her.

No sirens when going 3x speed limit . Is that the training they receive from the academy? To put residents at grave risk? Then the officer makes a false statement not owning up to his actions what outstanding public servant

See the thing is, it's not that it was the officer's or Jaahnavi's fault imo, it might have been the fault of both or none... The one thing which angers me is that the officer in another vehicle who was behind this particular officer's vehicle was LAUGHING at the death of a young girl... That is the thing that disgusts me the most in this whole unfortunate event and I say that as an Indian myself

Here me out. The roadway isn’t designed to travel 70 mph it’s only designed for 35 due to pedestrians and cyclists. A vehicle traveling 70 mph doesn’t allow for the affected pedestrians time to react. If this weren’t an issue to DOT then there would be sidewalks on I5 and I90. Then there is the leaked footage of the officers laughing about the incident. There was loss of life! That young lady was a university student! A bright Mind! Accountability is what we ask!

What a liar he is. She did not see him and he did NOT slam on his brakes. He also did not have his siren on like he as supposed to. She died for no reason and he lied to protect himself and his job...and he gets to keep his job and a clean record based on lies.

Just imagine if this was a mother pushing a baby in a pram crossing the road! Makes me shiver! The police have no business mowing down pedestrians on a zebra crossing!!

In this case, she had the right to cross and was walking at the beginning but after seeing the speeding police car approaching fast, she tried to run forward to avoid it since she was already halfway across. I think it's a normal human reaction to move forward instead of going backwards for most circumstances. RIP to this innocent young lady.

That lady lost her life because that out-of-control cop was heading to a drug overdose, , you know how pathetic that is, , this officer has been reassigned, , he still working for the department, , if there is any accountability going on, it’s moving extremely slow, , when that happens, they basically just hoping things blow over, , , don’t let that happen, ,

Blaming the pedestrian in a crosswalk is like blaming a Major League batter for getting hit by a fast pitch while in the batter’s box. She had one-second to make a decision. ONE-SECOND. She wasn’t expecting a 70+ mph fastball. If the cop had his siren on, instead of only lights, it might have given her more notice and time to yield.

Police shouldn't be putting civilians into extreme danger, where failure to rapidly react leads to death. It is manslaughter, 75 in a crowded 25 zone at night means an elderly person, child, woman with stroller, or even slightly distracted person is dead. The second guy, the police union chief, who laughs about it, is certain no charges will result, and honestly tickled that a member of his community is dead demonstrates clearly why we need to crack down hard on the first, negligent officer. Sociopaths are enabled by a lack of accountability.

She had "a second" to decide when she suddenly saw this overspeed car, as she was already walking on the cross road. A second is not much to decide. Reflex will make you run.

If I drove that fast through there and hit and killed someone I'd be in jail RN just saying

I... don't think the cop was lying when he said she ran in front of his car - from his perspective it looks like she's in a "safe" spot and if she didn't run forward it'd be a close call but nobody hit. Then again, I think running forward when you see a car barreling down at you is a natural reaction. Still think the cop's at fault for not just flipping the siren on and not clearing his intersections the way it should be done.

I know it’s emergency but driving with that much speed in a crowded area without sirens in negligent. Should get jail time.

At night, with the glare of headlights coming toward you, it is very difficult for a pedestrian to gage the speed of a vehicle coming toward you. I know exactly where this tragic incident happened, and it can be busy with both vehicle traffic AND pedestrians even late at night. As horrible as it was for the officer as well, I have to say that in my more than 29 years of experience in law enforcement, that officer was certainly negligent by driving more than 70 mph in a 25 mph zone, regardless of the fact that he had his emergency lights on. Driving "code 3" still requires all law enforcement officers to use common sense and drive with caution and due regard for others, which include the real possibility of encountering someone who might step into the street and try to run across the street in front of you like that woman did, probably because they are not always able to recognize the danger until it is too late. Under the circumstances, I believe he will be found at fault and the City of Seattle liable for the death of that pedestrian. And unfortunately, this incident is made even worse by the body cam of another Seattle PD officer on a phone call immediately after the fatal crash, where the officer is heard saying unbelievably hurtful and uncaring remarks about the woman who was killed. I'm quite sure that will also come into play with the amount of money the city will end up paying out in a civil judgement to the family of the deceased. I can only hope this becomes not only a wake up call, but a training opportunity for that agency's officers in SAFE emergency vehicle operation as well as how failing to drive with due care and caution even with emergency lights and sirens can end one's career early and put other drivers and pedestrians in jeopardy of injury or death.

Why the hell did he not have his siren on driving that fast down a single line surrounded by construction barriers?! Typical of the younger generation, could care less what they do and how others get impacted.

He sounds very dismissive. That alone speaks on his character and honesty.

He had no sirens on. He gave no warning. And then he blamed her for it. That guy needs to go to prison for manslaughter and he should never have power over anybody ever again.

Siren is a must if you’re going to drive at that speed. 100% officers negligence that cost a young girl her life.

WOW. No siren but he sure does stop and wait at the light when his life may be in danger.
But then has no care in the world, no siren, as he approaches a crosswalk - where his car and lights were blocked by the barrier IN A CONSTRUCTION ZONE.

The lady panicked. She is not a trained professional. The LEO is a trained professional. Doing 3X the speed limit in a CONSTRUCTION ZONE where obviously potential for pedestrians - like when you approach a MARKED CROSSWALK.

WOW his excuse was she messed up. Pretty sure the manual says PEDESTRIANS always have the right of way.

This was like 3 levels of stupid driving this fast, with no siren, on a 25 mph city road that had PEDESTRIANS. But even worse in a CONSTRUCTION ZONE where the road conditions are even worse.
Who drives 74 MPH on a city street filled with pedestrians?

This short video shows pure negligence made even worse because the driver is professionally trained for this situation - he knows better and has no excuse.
