I wouldn't say that 23H3 used more CPU because it clearly was downloading something when you mentioned it. You need to let it run for a couple minutes and ensure they are fully up to date to see if the CPU/processes are the same or not.

in my opinion i think 22H2 more better bc 23H2 my brother use it he say very lagging but his pc is 144hz 2090ti although 23H2 is not completely version but im waiting for 23H2 offical version

I had to rollback the KB205185 update (23H2 July edition Edge is constantly running at 100% and memory is maxed out on a 16Gb machine! My wi-fi adapter kept disappearing form my configuration, skype kept reporting no internet connection, Youtube videos took between 3 and seven minutes to start to play. Web page access to 30 seconds to two minutes. This is on a dell XPS 17 9700. Once I rolled back the update things improves but internet access is still taking 15 to 30 seconds to load a page and youtube videos take up to two minutes to start paying. Needlessto say I paused update for seven weeks (The maximum allowed) so Miceosoft can get their shit together and fix this stupidity. Dell has released a Firmware update which I have installed it made marginal improvements in the situation. So I have to say do not install this update. Pause all updates for as long as possible until this gets fixed.l I have reported my issues on Miicrosfot site and dell's site but they have not responded to my concerns.
