In the passage in Act 21, James had just come to understand that the Holy Spirit was also filling Gentile Christian in exactly the same way as He was filling the Jewish believers. He asked Paul to perform those ritual offerings so he would be permitted to speak and tell of the things God was doing among the Gentiles who were not keeping the law. That was the evidence that the keeping of the law was NOT required. Paul only performed the ritual so as to not offend the Jewish believers. James agreed with the conclusion of the matter Act 21 : 25.

Paul did not write the book of Hebrews though. The letter to the Hebrews specially Hebrews 9 is about Yom Kippur

Paul got Timothy circumcised in order to appease the Jews and make them think these accusations were bogus, and that he really did follow the law.

Also acts 13 or 15 or 17 (I think it was either one of them) states Paul was chased out of a town by following jews, so he was instructed to take the vow as a way to show the jews that he was keeping the Torah; despite he already was. This would’ve been unnecessary, if the jews hadn’t been so stern on those rumours and eccentric.

Paul had specific revelation, because he was also a scholar. He understood in depth that the Law had been fulfilled. Remember that Paul had to take Peter to task over eating with Gentiles. Jewish Law and traditions was ingrained into these men, even they had to learn, and come to terms with this completely other way of seeing and thinking. The Holy Bible is for reproving, teaching, but it is the Holy Spirit that will guide you into all truth. Remember our Faith is in Him who was sent, suffered, died, and rose on the third day. Faith that He, Jesus will see to our perfection, we will never study our way to it. Even today Christians do things so as not to offend the Jews, even to the detriment of our faith. Jews are not going to like you no matter how hard you try. To them we are but goyem. Stay true to Christ no matter the cost.
