Even though central government has given this rule for ADTC, its upto the state government to decide if they wanna follow it. So you need to ask your regional RTO where it is applicable. I have certificate from ADTC but I still need driving test in my state Andhra Pradesh.

Bhai ya sab is only half truth. The RTO has obviously passed this rule. But here is the thing only driving school with 2 acres of land with proper Driving track. This plus test has to be taken by the driving school and record a video which is sent to rto. The majority of driving schools don't comply with the terms. Hardly 2 centers in the entire gujrat. If you find one then be ready to pay a f****ing crazy amount.
