All those other ethnic groups assimilated. Blacks were not allowed to, due to segregation, so they formed their own subculture within the larger one. The end of segregation allowed the black middle class to leave traditionally black neighborhoods, which caused a decline. Subsidizing single motherhood exacerbated poverty.
