Cops call it "The Law and Order shuffle."

Sort of a running joke because NO ONE keeps doing work like that when questioned by police. They specifically sit people down when questioning and often bring them into the station for more serious questioning.

The reason for the Law and Order shuffle is to keep the scene more visually interesting and dynamic, giving it a sense of movement instead of boring camera 1 camera 2.

Highly inaccurate, but necessary for visual flow.
