The Italians probably made this law because one of them had pineapple on a pizza when they didn't want it

The pizza one is because people would prank others by ordering pizza and having it sent elsewhere without the other party's consent.

The reason you cant send surprise pizza is bc people would prank and send it to random addresses. In the US, you can pay online, pickup, or on delivery.

People would send random pizzas and force a random household to pay for that pizza

The fine for not sending pizza makes sense because then whoever you sent it to will then have to pay for something they didn’t want or order

Sending a pizza to someone you don’t know can be used as a threat to show that you know where they live. It can also be an annoying prank that targets the delivery drivers and the family living there.

I'm going to go out on a limb and say that that is not a written law but case law. And it's just an example of something that will constitute harassment, etc.
