A perm is usually ammonium thioglycolate and a relaxer is sodium hydroxide (lye relaxers) or some other hydroxide (no lye). Both chemicals break down the hair so it can be reformed in a new shape but with perms the pH level isn't as high so they tend to be less damaging. Typically perms are used to give curl and body to naturally straight hair or to create a new curl pattern in type 4 hair (curl reformation AKA curly perm AKA jheri curl). The chemicals in perms can also be used to straighten hair but that's more for looser curl patterns, tighter or coily patterns usually require stronger chemicals for straightening which is where relaxers come into play....
