Romans 2.14 says that some non-Christians "do by nature the things contained in the law" and he relates it to the conscience in verse 15. Therefore, it must be that God maintains in human nature an ability to make some positive response to the persuasion of His Spirit. So in this instance grace is not something outside of human nature, but something which makes human nature capable of responding to God and of some measure of goodness.
