The issue is wifi won't turn on AT ALL so the android cannot forget a wifi network that it can't connect to in the first place. However disconnecting the router after turning the device off did work so many thanks.

first it was not at all connecting but after the last step, it did connect. but it started showing internet may not be available when its working on other devices
