The first step you have to take is identifying the problem:
Restart the app you’re using: Command + Q
Restart your Mac
Try a different device

So here’s how you troubleshoot Wi-Fi issues on macOS Ventura:

#1 Switch Wi-Fi off then on again

#2 Flush your Mac’s DNS cache
Download CleanMyMac X here to flush Mac’s DNS cache:

When you’ve installed CleanMyMac X, open it up.
Click Maintenance in the sidebar.
Select Flush DNS Cache.
Then, click Run.

#3 Change DNS server
To change your DNS server click the Apple logo - System Settings - Network - Wi-Fi - DNS.

#4 Reset Mac network settings
Switch off your Wi-Fi, and open Finder. Press Command + Shift + G and enter this path:
/Library/Preferences/SystemConfiguration

Move the following files to your Trash:

#5 Remove unsecure Wi-Fi networks

So what worked for me is I went to network I had little snitch what I did was removed it w/ the minus sign and restarted my internet was connected after update but was going in and out couldn’t connect to FaceTime or iMessage but that fixed it at first I disabled it but then I was like I’ll just remove it

Maybe you should turn off the firewall setting and any vpn connection too, cause it works for me.
Lastly, don't forget to update to MacOS Ventura 13.01 it already release right now. I Hope this step can help your problem.
