Judging by what i researched and what ive heard, the majority of this is untrue, you can in fact over clock and under volt so long as its stable but that all really depends on what cpu and your bios settings you change. In terms of undervolting there seem to be no long term risks other than instability since its either going to or not going too work and the only bricking so to speak is in your bios which has nothing to do with your cpu.

meanwhile me with my undervolted and overclocked cpu running cool and stable at 4.5 ghz with only 1.168 volts vs the stock 1.4 lol
