Does God Promote Genocide?

There are many accounts of violence and even mass killings in the Bible (such as when the Israelites destroyed the Canaanites). Because of this, many argue that, if God is considered all-good and loving, then why did He allow or even 'command' this kind of evil?
God does not wish or create evil. Evil resulted from Adam and Eve using their free will to turn away from God. Despite this misuse, free will is a gift from God that makes us resemble His Image and Likeness. Out of respect for our free will, God does not take it away.
But because of sin resulting from our free will, evil also remains. To take away evil would also be taking away our free will (which is a greater good). Therefore, although God hates evil, He permits it because of His greater love for us and the gift He gave us. However, just because God allows evil to exist, that does not mean He cannot use it to bring about a greater good.
For example, let's look at death itself. When someone who is innocent and good is killed unjustly on earth, God dispenses justice by granting them eternal life when Christ raises them up on the last day. If someone who is evil dies, their ability to continue causing evil ends (which is not only just, but also may be a mercy upon them in the life to come).
