what's the "it" in this verse? is it the burning that God hadn't considered, or was it commanding the burning that God hadn't considered?

Evil in the Greek Bible is "κακό", bad, evil, hurt, wicked, harm, naughty
Evil is also "Pŏnērŏs". evil, depraved, or corrupt"
Evil could not exist unless God Created it, "All" things were Created by God..
