The push boat is hinged to the ferry . Pretty common .

Commonly called a "tow boat", larger ones are what's used to move barges up & down the river. Here, his barge is a ferry, & he crosses the river with it.

Where is this, exactly? What crossing? What river?

They used to have one of these types of ferries crossing a local river. Can't remember if it was on the Tennessee or the Clinch River. However, it was featured in a Heartland series on WBIR. I wouldn't call it weird, but practical. Shallow draft as opposed to the deeper draft vessels found in operations for the Washington State Ferries or Alaska Marine Highways.

That's the Jenny Ann in Augusta KY. It's been in service for many years and has went through some changes. There's a spot on the Ohio side where people can park and ride the ferry to Augusta. Then walk around town. It runs daily.
