Amazing how these types of videos get so much wrong. Oroville spillway was due to lack of maintenance combined with original design flaws, not thick enough concrete. No one got a Lamborghini. The dam in Auburn was a coffer dam built to divert water around the building of the Auburn dam. The coffer dam was temporary but the dam work site it protected was never built due to lawsuits. There was a chance that it would be built so the temporary dam was left in place for years longer than it was suppose to. Heavy rains were too much but the dam actually failed as it was designed to do.
