Technically even bullet proof skin with muscles isn't going to do a lot because the sheer amount of kinetic energy most conventional weapons output is going to make you feel pain more often than you're going to be able to recover on small arms fire category alone. Much larger stuff will just vibrate your organs to mush or just knock you prone.

Though actually what kills the project dead is figuring out how make it so we can wear a second skin and still breathe. As most cosplayers and BDSM communities will tell you it's hard to get oxygen in a skintight suit.
