How to bypass BT family filter and why it is wrong in the first instance

Hello I seem to have a different verion of family filter than you. I get an icon near the clock that tells me I am protected. BT told me that as long as the kinds have user and not administrator accounts it's impossible for any program to bypass the family filter. Is that true? thanks
