Me, being in IT for over 20 years, I've seen a end user actually do this at a company I once worked at.
This was back in the days of Windows 95! Due to that, back then, hard drive capacities were so small (i.e. 250 MB, etc...) Hard drive space was always a challenge to maintain. So I made the mistake, back then, to instruct a end user that when they feel their hard drive is running out of space, to delete all the temp files and folders that they are not using so the computer won't crash.
Well, unbeknownst to me I never thought a user would delete the Windows folder. I Thought they knew what this folder was for. Unfortunately, they didn't and one day when I was coming into work, my pager (yes, PAGER!) was blowing up.
When I got to work, the user told me that the computer wouldn't boot. After scavenging for the Windows boot floppy disks (yes, THAT'S FLOPPY DISKS! LOL) when I got into the command prompt, I noticed the Windows folder was missing. I asked the end user where it went, "SHE" told me that she never used that folder and so she deleted it to gain some more space on the computer, but then the computer blue screen'd on her and crashed! LOL
I never made that mistake again on informing end users to delete anything from their computers!! LOL

I think it would be interesting if you removed as much files as possible from the windows while windows is running wait and then recover through the recycling bin to see how it acts.
